The Hotel Douglas is probably the last place I would stay in Victoria. It is the kind of joint that drunks frequent. Because of that and its location right downtown you might not have a very peaceful sleep. The Travellers Inn might be (but I can't be sure of this) a tad better but is not in the best location. Neither would be my choice.

For not much more money, I would be inclined to try the Helm's Inn in Victoria.
http://helmsinn.com/
You'll see that it is an older establishment; however, additions (not shown) were made beside it that look pleasant at least on the outside. They are the Parkside and Mt. Royal buildings and are on a quieter side street. The location is good - just behind the BC Museum and therefore close to the Inner Harbour where the main attractions are. Also, it is right across from Beacon Hill Park where there is a small petting zoo. Walk right through the park and you'll be at the ocean where you can see the Olympic Mountains of Washinton State.
It's no palace but the Crystal Court Motel might be another one to check out. Rates run in the $80 - $90 range.

http://www.victoriabc.com/accom/crystal.htm

It is very old and has the individual entrances typical of motels, on two floors. Being about a block closer to town than the Helm's Inn, it is very handy to the attractions (BC museum & IMAX theatre, Empress Hotel, legislative buildings, inner harbour, harbour ferries, whale watching tours and downtown). Either one is within walking distance to the bus depot (if you plan to travel without a car) and lots of restaurants, so there would be no need for taxi cabs.

I don't know what these places are like inside, but I think I would take either of them over the Douglas Hotel.

If you do have a car, however, you may prefer to stay out of town.
