CT to Montreal is a little bit shorter than CT-NF, so it depends on whether you want to drive more in the beginning or in the end.
The only other consideration is border crossing. That'd depend on what time you'll be crossing where.

It's just a circle. If you are of "head 'er for the barn, Willie" pwersuasion, go to Niagara Falls last and then just put the car on the NY Thruway, set the cruise control, and drive for home.
My instinct is that people sometimes plan for longer in NF than they really need, and perhaps don't allow enough time for Montreal, so you might go to NF first, and see if you want to leave there early for Toronto, Ottawa (maybe???? if you leave NF earlier than you thought) and Montreal.
Do you gamble? Both have casinos, but the NF one is mosre obvious, so you might want to save this for last,
Or, flip a coin.
