Canada Layover - DUI

There are 7 of us travelling from Minneapolis to London via a 3 hour layover in Toronto. Two of us in our party have DUIs on our records from about 9 or 10 years ago. I know that we cannot enter Canada without some paperwork and paying a fee. Has anyone been hassled about this on an international to international layover? It seems to me that if we're not entering the country, we should be ok. Anyone?

I think that even though Canada is trying to or going to set up sterile transit at YYZ, right now everybody arriving still have to go through Canadian immigration. So, you have no choice but to enter Canada.

[If you're flying AC-AC, then you don't need to pick up bags.]
