Deb,
I've stayed at Rydges in Queenstown (in December 2004); don't know what they're saying on Tripadvisor, so I can't comment on that, but it's a great location, easy walk to town. Also Blenheim Country and Rydges in Auckland. Based on what my client would ask for, (hese come into the "nothing fancy, clean, moderate hotels" I wouldn't hestitate.

We stayed at the Bay Plaza and the Lake Plaza in April 2004 and thought they were fine - nothing super fancy, but nice properties. Ask for a harbor view at the Bay Plaza. You're facing the street on that side of the hotel, but we didn't notice any problem with noise.
Are you taking a tour for any particular reason? We rented a car and found it very easy to get around.

I forgot to mention the Bay Plaza is in a great location on the edge of Mt. Victoria, Oriental Bay and downtown, within easy walking distance of Te Papa and other fun things.
The Lake Plaza is near downtown and the Government Gardens - another easy walk.
