It all depends on what you want to do and see. Personally I'd avoid late December and all of January as that is our summer school holiday period. February is usually fairly hot - can get to low 40s. Winter is June-September, wet and cold so not good sightseeing weather. If you are here in March, you could join in Moomba celebrations which take place over three days.

I like Spring, Summer & Autumn in Melbourne. It’s famous/ infamous for its changeable weather and you really can have 4 seasons in in one day.
Work out what your interested I seeing & doing; when those things are on .. and come then.
