Hi, Leniram!
I can't tell you what it's like to stay in either of these hotels, but whichever you choose, rest assured you are very close to Chinatown, and just five minutes' walk from Sydney Rail Terminal. I am sure neither of these establishments would be "sleazy", but I will not guarantee this for their surroundings -- neither is in what you would call a classy location! Go for whichever one is the cheapest -- they're so close to each other that choosing the best location is a bit of a non-issue (with a gun to my head, I'd pick the Capitol Square).

Dennis,

I stayed at the Best Western Capitol Square for 9 nights last year and found the hotel and its location very satisfactory. Although I am a middle-aged woman and was traveling alone, I didn't feel unsafe walking there--just took the usual common-sense precautions you take in any large city.

Capitol Square Hotel has no lobby to speak of--just a check-in desk. The rooms are rather nondescript, but are clean and the staff was very courteous. The hotel has 94 rooms, so it does not have the hustle-bustle and amenities of a large chain hotel or the charm and ambiance of a small, old-fashioned boutique hotel. But for a clean place to lay my head in a central location at a reasonable price, I had no complaints.

I haven't stayed at the Carlton Crest Hotel, so can't comment on it. Hope you have a wonderful trip!
