Ginza isn't a good location for the club scene - Shibuya, Shinjuku, and Roppongi areas are better. Almost anywhere in Tokyo (especially Shinjuku/Shibuya) you will be in the middle of the hustle. Don't worry about getting stuck somewhere at night, as long as you are somewhere in metropolitan Tokyo (which all of these places are) you can take the subway or a taxi. Taxis could be a little expensive but are easy to find 24/7 - just get a business card from your hotel that you can show the driver since most don't speak English. The last trains are around midnight or 1am; if you're out late another option is to stay out until 5am and take the first train back to your hotel.

My suggestion would be to stay in the Shinjuku/Shibuya area.
Shibuya IS a shopping area. Lots of young people (16 -26?) If you stay anywhere on the Yamanote line..(train) which makes a circle around Tokyo..no problem going to Akihabara.and such.
Do you mean a rail pass for Tokyo or all over Japan.. IF you are planning to see much of Japan (or even one place long distance) a rail pass will save you lots of money..(probably you won't be able to afford it otherwise). Ginza wouldn't be the best choice.

One option might be to stay at the "love hotels" around Shibuya. I don't think you can reserve a room for an entire day so you would need to find a place to store your stuff during the day (perhaps a locker at the train station), but I think if you check in after a certain time (maybe ~11:00pm) you can stay the rest of the night for a lot less than 10,000 yen. I've never done it, though...

James,

have a look at the accomodation page of
www.jnto.go.jp and
http://members.aol.com/jinngroup/

you will find a number of economical inns (around yen 4500 - 5000/night) all around Tokyo. In addition to the one in Shibuya itself, consider staying in Asakusa: the Ginza subway line goes directly from Asakusa to Shibuya, and it takes only 5 minutes to Ueno station where you can take the Yamanote line (or walk in 15 minutes) to Akihabara, and everywhere else.

Love hotels won't always have a free room and would mean you'd have to look for a place to stay almost every day.
