did anyone read in the bangkok post about pending gov. initiative to limit tourist visas to a total of 90 days per year?

Yes...I didn't read carefully all of the discussion about this, but it seems that the VOA system for many countries will be limited as you say. People can, however, apply for a visa in advance (and pay for it) and somehow work around the time restrictions. I think the VOA is limited to 3 times as well? It seems that this new system would impact the many foreigners living in Thailand on tourist visas and staying by doing visa runs several times a year, or long term tourists in SEA who may enter and exit Thailand many times over a few months.
