In Hong Kong, there are some coffee shops that offer free internet surfing. It was a chain similar to Starbucks but I can't remember the name.

As for local calls, we dialed direct from China and paid the hotel's rates which weren't too bad (about $1 per minute)

1) There's free surfing at branches of Pacific Coffee in Hong Kong. There's no free surfing in mainland China (or it's very rare), but cyber cafés are common, although in the bigger cities many have recently been closed down. Charges are typically Y2 to Y3 per hour. In Shenzhen the PC-War E-cafe on the fourth floor of Cybermart at Renmin Nan Lu 3005 is open 24 hours a day, and charges Y2 per hour.

2) In mainland China, Look for the letters IP in post offices, newsagents kiosks, mobile phone shops, deparment stores, and many kinds of small shop. IP cards offer far and away the cheapest calling overseas. US$1 per minute is outrageous, and using an IP card will be much less. If used with a public phone, you'll need to buy an IC card (a stored value phone card for use in public phones) so you can dial the access number given on the IP card, but the charge will only be a few mao (tenths of a yuan). Both types of card come in a variety of denominations, but you should never pay the face value for the IP card--they are almost always sold at a discount of 30% to 50% off the face value.

In Hong Kong ask on arrival. There are many competing long distance companies and the situation changes all the time. Many phones take credit cards which allows you to dial cheaper IP access numbers without the need for any card or password. Hong Kong people are very canny about all this, so just ask for advice on arrival. Calling collect, however, will be very expensive.

3) In mainland China IC cards have a variety of denominations, but I think the lowest is Y20, and you'll have to be very talkative to spend all that. Incidentally, local calls from some hotel rooms are free, and in others the maximum charge is the ordinary call rate plus a service charge (often omitted altogether, never more than 15%--a few cents).

In Hong Kong public phones are still mostly coin operated taking $1, $2, and $5 coins, although there are credit card accepting phones, too.

Many (if not most) pay phones in Hong Kong accept the Octopus card in addition to coins and credit cards. Everyone, including travellers, should have an Octopus card anyways. So, you can just use that for your occassional calls. But if you do plan to call a lot, then you may want to purchase a 3rd party prepaid phonecard.
