The book should say "unbearable to some people" or "unbearable to some people for long periods of time". The locals find it bearable!

But it depends on what weather you are used to having in March.

I think it was in Thailand (maybe Poon? or maybe it was in VN) where I saw a local putting on a sweater when the temp dropped below 80F.
