In Japan, are FRS/GMRS radios legal to use?

In Japan, are FRS/GMRS radios legal to use?

I wondered if it is legal to use the FRS/GMRS radios sold in the USA in Japan. I think they are not legal in Europe, but wonder about Japan. Thanks.

US-spec FRS (462 & 467MHz FM) can't be used in Japan, but there is a separate Japanese-spec system (using 413 to 453MHz FM frequencies).
