To add, the Narita Skyliner stops at Nippori Station just before it gets to Ueno. The hotel prices are more gentle there. The Almont hotel has decent sized rooms in your price range.

If you're going to stay in Ueno, take the Keisei Skyliner from Narita - much faster and more direct than the (JR) Narita Express.

Keisei Ueno station is across the street / intersection from JR Ueno station. Go out the 'back' of the Keisei station and the APA Keisei Ueno is across the street. Very convenient. Just cut through the station if you're going to JR Ueno (or you can walk "around"). There's a 7-Eleven a few doors down the street.

We've stayed there several times, the last time in April/May this year, for 12 nights. Rooms are typically APA small (11m2) but perfectly adequate for the two of us. Ueno is a convenient location, easy to get around. The Ameyoko market area is close by, under the tracks leading south from JR Ueno. In addition to lots of local restaurants around, there are several good restaurants on the second floor of JR Ueno station - go up the escalator next to the Hard Rock Cafe.
