I'm going to disagree with the above posts. We had a guide for our 3 days there and it really helped us make the most of our time. In addition to all the history and interesting points about each temple, our guide knew the best times of day to visit the major temples to avoid the biggest crowds and get the best light for photography. He recommended a few choices each day for lunch and dinner and helped us pick the best restaurants, including one with a wonderful local puppet show and another with a great setting along the river. In addition to temples, we visited the local markets, an amazing family owned lacquer factory, a toddy palm juice plantation and Mt. Popa. He also organized a sunset cruise on our own private boat on the Ayerwaddy, as well as a horse cart ride. I'm not sure the horse cart drivers speak enough English to get you to all these places and some, like Mt. Popa are too far for that mode of transport anyway.
Wish I could give you the name of our guide because he was great, but I have misplaced the card. We booked him through a travel agent in Singapore called Country Holidays.

My guide in Bagan last month was Mu Mu Phyo. She's very good and speaks excellent English. You can find her at [email protected] or at her address: J-66, Sein Pann Street, Paik Thein Le Quarter, New Bagan. I hope this helps!
