There is a website dedicated to full moon parties and these are the dates that they give for the parties (these dates should be near enough the right time).

However, it says that some of the parties are altered to allow for Buddhist holidays.

I think the 'full moon parties' are pretty unique to ko pha gnan and are not buddhist/thai celebrations. However, Maka Bucha is being celebrated on Feb 13th in Thailand - that being the full moon of the third lunar month this year. I think the full moon party in ko pha ngan is being held a day later due to this festival.
I found something about it as follows: This one is one of the most important buddhist celebrations which falls on the moon day of the third lunar month. All over Thailand , Buddhists visit the wats and make merit. In the evening the ceremonies culminate in candleligth procession around the main temple.

Full moon parties are not a Thai tradition. The full moon beach parties are thrown by (usually) young back-packing visitors who leave (literally) tons of garbage on the beach.
By the way, full moons in Thailand are the same dates as full moons everwhere else in the world (;-)
