Honestly, I think they're pretty comparable. Peninsula is much closer to tourist sites like the Forbidden City and Tian'anmen (walking distance). St. Regis is smaller and in more of the diplomatic/business district and has hosted many American dignitaries. But both are equally luxurious - a stay at either would be a treat.

Stayed at Penn 2 years ago even though I was on business. I had a driver so distance was not an issue and the distance between St. Regis and Penn is not great. I only saw the lobby of the St. Regis which was handsome but the Penn in a deluxe room, no need for a suite, is my preferred choice just as it is in BK but though many rave about the Penn in HK I have found other equally nice or less "over-the-top" type for 1/3 less.
