There are no budget carrier as such on the HKG-BKK route but prices are already quite low on the route as son much competition. You can take Air asia from macao to BKK but I doubt you would save on flights direct from HKG. Amongst cheapest on the route are Ethiopian and Kenya Airways, for a daily flight with good service Gulf Air have good fares on the route and superb service. There are plenty of others too including Emirates, plus the 'regulars' like Thai, Cathay Pacific etc.
From BKK to Phuket there is Thai, Thai Air Asia, Bangkok Airways, One-2-Go, Phuket Air and from this month also Nok Air, you will probably find the Thai Air Asia and Nok Air sites good.

that a crappy quote thaty gave ya especially for a one way.. as JAMES A has posted Kenyan, gulf, emerites. finn air and half dozen more airlines offer flights.... for half the price

If you get a chance to shop by any Hong Kong travel agents, the price you usually got will be in the range of HK$1500 - $2500 for the HK-BKK trip. Cathay Pacific always have discounted tickets on their website, so it'll be good to check it out.
