Passport renewal question
I'm posting here in hopes that the Lounge will be kind to me in what may be a stupid question.
I recieved my new U.S. passport in the mail today, and I am happy to report that it arrived exactly 2 weeks from the day I mailed it from Georgia to Philly! Also, in a separate envelope, I received my expired passport, which was stamped expired, etc. Can anyone tell me why one of the two new passport photos I sent for renewal was stapled to the signature page of my old passport?
I know, I know, the answer to this question can undoubtedly be found in something I must have read or I should know already. Be kind please; I'm kinda stupid sometimes.

Yes, the photo was scanned for the new passport. Why, then, do they require us to send two photos if they keep one and return the other one stapled to the signature page of the expired photo?
