Having recently been to both, I thought them both wonderful, but offering different things.
History : Seville
Scenery/Scenic views: Lisbon
Food: Seville (hands down, with the exception of pastry in Lisbon)
Cost: Lisbon (hands down: incredibly cheap)

In January, Lisbon without a doubt. It will be cool and wet but Lisbon has one of Europe's mildest climates and warmest winters, and the city offers more that enough to keep you busy for 4 days.
