Fodor's Review

Hearty soba is made from plentiful northern buckwheat, and Azuma-ya is easily Morioka's most famous place to eat these healthful noodles. The second level is devoted to the courageous and hearty of appetite, where wanko soba courses—all you could possibly want to eat—start at ¥2,700. Down on the first floor, popular dishes such as hand-kneaded cold tempura soba (¥1,410) and pork cutlet in a rice bowl (¥980) are speedily served. The 50 or so maneki-neko (decorative beckoning cats) intended to keep customers coming back, and they seem to be doing their job. Look for the traditional building with the indigo-color cloth sign outside, and note that the last order is at 8 pm. There's also a branch in front of Morioka Station.
