Va Beach is your typical, older, East Coast, "strip" beach city. Thus, there really are no resorts. I'd say the closest would be the old Cavalier Hotel, which is basically across the street from the beach (and the "newer" Cavalier). There is a Hilton that is fairly new and is pretty large, and the Wyndham is OK. Other than that, to be perfectly honest, most of the strip hotels are 1- and 2-star properties.
The strip is basically composed of your typical souvenir shops (which basically sell overpriced plastic junk made in China), other assorted low-end schlock stores, quick-dining restaurants, and bars. July will obviously be the high season, so expect tons of people & traffic.

I agree that VA Beach itself is not the greatest, but there is an awful lot to do in the general vicinity, such as Colonial Williamsburg, the Yorktown Battlefield, the Aquarium, I think there's w water park, and Busch Gardens. But if your focus will be the beach, indeed, there are no resorts. Perhaps you could rent a house or condo?

As a local, I'll add my .02 in. Agree with the previous posters re the lack of 'resort' type accomodations at the Beach. Like NewbE said, there is quite a bit to do in the area, but the beach itself...not so much. Are you committed to Virginia Beach? There are beach houses available for rent in Sandbridge (just down a bit from Virginia Beach proper), and the Outer Banks has a wealth of home rentals...from small to huge (with prices to match). The beach is much nicer there as well...in fact, when we go to the beach, that's where we go.

You might like Sandbridge, maribethp. It's pretty quiet and a small area.
