To clarify, are you asking for local restaurant recommendations away from the strip and downtown gambling areas?
All the casino restaurants in these areas, as well as the freestanding ones nearby, are full of tourists, and most are at least somewhat 'themed'.
Of course, there are good places where only locals go. Is that what you're asking?

Hands-down, Renoir. It was expensive, but one of the best meals I've ever had in my life. Imagine a 5 star place with a non-snooty waitstaff, helpful wine cellarist and beautiful surroundings, and you've got it.
I know you wanted good local or ethnic food, but if you've got the money to spend on a night out, go there. You will -not- be disappointed.

Hi, me again. To clarify, I'm staying near the convention center, however, I'll have a car so a drive isn't a problem. Anywhere in town is a fine recommendation for me. Also, I'll probably be day tripping to Valley of the Fires and Hoover Dam. Anyone with recommendations on places to eat outside of the city in those areas is also appreciated. No, I'm not 500 pounds.

Check out Gordon Biersch brewery, not far from the Convention Center if I remember correctly. Excellent mid-priced food - especially their weekend brunch items - and the locals must go there as well because dozens of them have their own personalized beer mugs for the local brew. This restaurant is also open in DC now, in a beautifully-preserved old Riggs Bank building near the sports arena.
