Unfortunately you have posted to the "Travel Tips" forum which is more for general travel topics, not destination-specific questions.
See the "Change Forum" pull down menu? Click on that, select United States and start a thread over there. Hundreds more members will see your questions on the US board.
But in general - the best way to travel between NYC and DC is by train, though there are also express buses. You'll get more details about both over on the United States forum.

If you really want to go cheap take a Chinatown bus!
I traveled with New Century Travel from Chinatown (86 Allen St.) to Chinatown in Washington DC. Pro:cheap. Con: Kinda smelly bus, it's a rush into the bus to get a seat, tickets are basically scratch paper with a stamp and signature on it.
But it gets you to DC.
