Hello,
On fridy it was 8.4 pesos for a dollar at the Banco de la Nacion, it may have changed since then though! You cant change money at a local bank unless you have an account with the particular bank... so your options are banco de la nacion or a "casa de cambio" (currency exchange), bano de la ncaion is the official one.

Yes, you can certainly change dollars, or Euros, at the Banco de la Nacion at EZE - and it is recommended to do so as it is convenient and safe. You should request some smaller bills there, as well. Just be sure to take the recommended Taxi Ezeiza or a Remis (Tienda Leon, VIP or World Car are excellent)to your lodgeing.
Later in your stay, ATMs work fine in town, but you will pay a fee, most likely. Check this in advance with your own bank. The banks in the city will change dollars with your passport as ID. YOu can check the rates on line.

I don't know what bsasexpert means, but it was neither 8,4 or 3,4.
As I have repeatedly suggested in this forum, you can check out http://www.dolarhoy.com/indexx.php for the prevailing rates.
On Friday, an average rate was 3,82 or 3,83 pesos per dollar.

Avoid "Global Exchange", unless you wish to donate about 10% or maybe even more to their "favorite charity". I believe they are the only ones present at AEP and most of our regional airports.
They are also most "conveniently located" at EZE's luggage pickup area.
However, they usually SELL dollars at a reasonable rate and could be a good option if you have pesos left over when you leave our country.

There is only ATM at EZE. Depends on your bank. For example: if you are a Bank of America customer, it will charge you $usd 5.00 for each transaction at the ATM for HSBC it depends on your account, but for the most part you can take funds out 3 times a month from any ATM. Also HSBC is almost everywhere in Argentina and then there is no additional fee.

Exactly, don't rely on ATMs as your main cash supply unless you are willing to accept the now hefty fees associated with them.
There are a number of banks very close to the intersection or Coronel Diaz and Santa Fe.. so you will have no issues finding a bank. There's even a HSBC bank on Santa Fe just 2 blocks away (in the direction toward downtown).

P.S. I've never had an issue changing money at a local bank... HSBC has done it for me in the past (I am not an account holder) -- BUT, read the signs, some banks limit transactions by non-account holders to certain hours. I have spent a considerable amount of time at Coronel Diaz and Santa Fe (a dear friend has an apartment right there). It's a very convenient location for everything -- from the subte to the collectivos to shopping to even 24 hour food.
