OK, I stand corrected about the Maui Roads.
Since there was some controversy about my comments concerning the road going around Haleakala and up past Kapalua, I made a few phone calls to Hawaii and found out that I was wrong. Things have changed. My apologies for any confusion I may have caused.
The roads are indeed open to the public. On past Hana, on the back side of Haleakala, there is a 4 mile area that is gravel & dirt, ie. not a paved road.
However, the car rental companies say it's your choice whether or not you drive on the roads, but if the car breaks down, they still won't come get you. And the towing companies on the island charge from $300 to $500 to tow you out of there, which is your responsibility.

Happy to hear its all cleared up now
,
my own research for what its worth has uncovered that the roads are considered "county roads" after the state road ends.

With regard to the towing fees, I recall it can cost ~$200 $)if you car gets stuck even in an "authorized" road on the island of Lanai.

Wrong agian sweetj. If a rental car breaks down it is not the renter's responsibility to get it fixed or to get it back to the rental company's location. If the rental car company does not want to come and either fix the car or tow it then you just leave it where it is and find another way to get to another car car rental company.

Sorry Rusty. That information comes directly from both Alamo and Dollar Rent a car. Since the clients are taking the car on a non-paved road, it's considered off the road, which is listed as a no-no on their contracts. So by invalidating the rental agreement, and riding on a road that caused damage to the car, they are responsible. And they were the ones who quoted me the $300 to $500 price for the towing.

Sweetj, that applies ONLY to the four mile section past Hana that is unpaved. Except for that one small section it is the rental car company's responsibility to come and fix or replace the car. And that applies to the entire route around weat Maui which is paved all the way. By referring to the "roads" you gave the impression that the renter was responsible on the entire road past Hana and the entire road around west Maui.
