Unless things have changed since I was last there, you simply go to a ground transportation window, tell them where you're heading, and buy a ticket which you then hand to your driver. This works well with hotels, not sure if an apartment would be as simple.

It may be possible (you have to ask where Uber picks up). To avoid confusion I'd do as Fra suggests but be sure to go to a desk to pay, not some rando milling around asking if you need help. Going back to the airport Uber is fine.

As of last year at this time, you could book an Uber and it is really easy. As Fra_Diavolo and mlgb have said you can get a taxi and that works pretty well. There will be a stand, with different zones, La Condessa, for example, I think might be Zone 7, not sure, and you will pay accordingly. It is an extremely civilized way of getting a taxi in a town notorious for bad taxi drivers. But, when you put in Uber pick up, the app will tell you where to get picked up. If I remember right, it is outside of Terminal Two. If you are coming from the States you may go to Terminal 2. If you come into Terminal 1, you might have to take the shuttle to Terminal 2, which is easy, make sure you have your boarding pass. If anyone else has used Uber in the last 12 months, please jump in.

Me again! I just Googled where do I get an Uber at MEX. You have to go to the Arrivals level after you get your luggage. I would Google and read the article. Again, in my experience it was easy. Also we had to get our key a couple of blocks from the apartment and we had a great driver who waited for us to get our key then dropped us off.
