I think you're better off investigating the cost of a private transfer or taxi than hoping for a reply here. If you're staying in a hotel in Lugano, ask for recommendations/suggestions.

There's a bus that leaves Lugano's train station at 11:50 a.m. and arrives at Piazza Roma in Menaggio at 12:54 p.m. Easy peasy and cheap.

Your hotel might be able to get a quote for you but it likely will be more expensive. Google car services which is what we did.

Just a thought... Is Menaggio your final destination on Lake Como? Or are you taking a ferry/taxi from there? There might be another option...
