I will be in Europe this summer for 3 weeks; a few days in London, Florence, Delft and a small town outside of Paris. I am wondering if I should buy a plan for my IPad - is there one that can be used in all of the above??

So many ways to go. I strongly suggest yo read the article in last weeks wall street journal called-Stuck with $10,000 phone\data bill. This will explain the pros and cons better than I can. It depends on if your simply wifi only or had a sim\data card.
Others may have their thoughts but I really would be careful with international charging plans.
We always buy a coffee and use WiFi unlimited for free. We would have the coffee anyway, the cafe with Wifi gets our business.

I'm bringing my WiFi iPad to France in June and am quite confident that wireless connections will be enough. As Dickie says, you can always visit a cafe with WiFi.
I have an app called Line2 that turns my iPad, iPod Touch or husband's iPhone into a VOIP phone for just $4 a month. This includes free calls within North America, even from Europe. You just have to be careful with an iPhone to turn off the cell function; iPods and iPads don't have this, of course.

If you are only spending a few days in each location, wifi should do the trick. A lot of the hotels in Europe have wifi, and half of them have free wifi. Some have free wifi in the lobby, but you have to pay to get it in-room. The cost for 24 hours worth of wifi at a few of the hotels I stayed at last year was between 5-10 Euros and you could log in and out (so that amount would last 3-4 days). I also bought 3G SIM cards from "3" Mobile, both in the UK and in Italy, but as I said, if you are only in each country a few days, this would probably be a waste of time and money (time because you have to find the right shop).
