Not much difference either way. Both are wonderful times in the UK. One issue in May is the first and (especially) last weekends are holidays. Doesn't affect London much - but in scenic/tourist areas things get booked up quite far ahead and can be very crowded.
The middle of May is almost like a low season in between the two big holidays. No crowds to speak of and nothing will be full. Chelsea Flower Show is at the end of May if that is important.
Either May or September will have generally mild weather - thought there are no guarantees.
