As ahotpoet said, it's more amusement not mocking or mean for me.
Tourists in San Francisco in shorts and t-shirts freezing their *ss off down by the waterfront. Or here in Seattle they are decked out in Gortex clutching umbrellas with their sturdy walking shoes. They look cute but you can tell they aren't locals (who just walk around and get wet!).

Not infrequently, people will think what they want to think.
Regarding the anecdote about Egyptian men making lewd remarks about Latvian (or whatever) women wearing skimpy clothing:
A friend of mine took pains to dress conservatively while visiting Egypt. She wore a long-sleeved, long tunic-type blouse that came well down over loose pants, a wide-brimmed hat that covered most of her hair, and sunglasses. Notwithstanding this, she and her companion (similarly dressed) still received taunts from young boys.
They finally tweaked to the reality that they were being mocked, not for what they wore, but for whom their onlookers perceived them to BE - Western women who must, perforce, be 'loose' because they dared to travel alone (read: without an accompanying male.) And because their onlookers, for whatever reason, needed someone to whom they could feel superior. Mockery isn't necessarily about dress or even about behaviour, it's about POWER.

I just came in from a walk, with Pup, it is freezing out, raining and windy. We were bundled up accordingly-the couple ahead of us on the sidewalk were wearing sweatshirts and shorts with flip flops...yes, I did look at them mockingly, then I mocked us for being such wimps..

Would you mock a person with a third eye or a twin stuck to their side wearing a straw hat?
yes - it is about power - it is about making yourself superior to the funny - in your eyes - dresser.
I feel as if I should stand up for middle aged women -
-young women are sought after
-old women are applauded

Sorry to say it, but people here in Salvador, Bahia, Brazil, do mock tourists' way of dressing. People are amazed at those who think nothing of wearing dirty, full of holes, stinky clothes down streets, when here, even the poorest pride themselves in going out showered, clean, and wearing something decent.

It's a myth that European women are better dressed than American women. Have you seen how some British women dress, especially when the weather it hot? I'm just back from a trip to Florida, and many American women in Miami and the hotel we stayed in were very well dressed.
And it always strikes me that most American women, pay attention to their nails, much more so than here in Europe. Women wearing baggy shorts and flipflops would have perfectly manicured toenails.

Oh, julia. You should come to Naples, Florida. We have thousands of those purple dress, red hat ladies. They are in huge groups, planning events and having lunch out all the time. Even the women's clothing stores all have huge selections now of both purple dresses and red hats. It's become a cult!
