My daughter really enjoyed Brussels and wished she had more time there. She's been to Paris and several other European cities, so she has a good basis for comparison.

Take a look at SnapTravel.com and look for Adagio aparthotels there. I've seen some great deals. Just keep in mind that a "double" bed may be very narrow indeed.

Marais very gay? No, I would not say that at all. Yeah it's got the cliché reputation for being the "gay part of Paris" but definitely not "very gay".

I've stayed at the Adagio in central Brussels twice, and its summer rates are incredibly cheap when all of the businesspeople are gone.

try Hôtel Collège de France Paris - 5ème Arrondissement - Site Officiel in the Latin Quarter. You may also look in the Montparnasse area, everything accessible by metro and the prices are lower...and how you spend your vacation is your business.. enjoy

Some Paris Youth Hotels may be amenable to you - check out UCRIF and others for private rooms - if really on a budget may work.
