It's really easy, comfortable and quick just to catch the Tortola Fast Ferry and then grab a cab when you arrive. It's very safe in Tortola and you'll easily find a friendly taxi driver waiting at the ferry when you arrive.

It varies by day, there is also Smiths Ferry service that run Charlotte Amelie to Road Town which usually runs twice a day as well - the Fast Ferry Boats are much better but if they are booked out that's a good alternative option. May I ask, are you heading to Sopers Hole to jump on a catamaran? They might be able to organize transfers for you directly.
