I believe if your flying straight into Curacao on Delta than the departure tax is included in your ticket.

We flew Continental to Aruba and then Insel Air to Curacao. We had to pay departure tax out of Aruba into Curacao and then again out of Curacao into Aruba. US cash only. The departure out of Aruba back to the US was included in our Continental airfare.

We were just back from Curacao, and the tax was included in the plane ticket already.
