We decided on Curacao. We went to Bonaire a couple years ago, and snorkeling right in front of our villa was fantastic. We hope to find similar good snorkeling in Curacao. Will post a TR when we come back.

Agree with others that Puerto Morelos is fantastic
$25 or so trip by small boat out to beautiful close reef
Cute town. Arts and crafts. Good food
