Coral Bay vs Exmouth for snorkelling?

Hi,
Trying to plan a snorkelling holiday and tossing up between Coral Bay and Exmouth. I’ve heard Coral Bay is great because the reef is right off the beach, but also that there’s more variety and tours in Exmouth. For anyone who’s done both, which would you recommend for a first-time visitor? Don’t mind a day tour or two but hoping to do some easy off-the-beach stuff as well.
