Taiwan highway 11, east coast
My wife and I are hoping to cycle from Hualien to Taitung along Taiwan highway 11, which hugs the east coast, in mid November.
This area recently took a beating by typhoon Ragasa. I heard this area received significant damage.
Is this highway open and passable?
