Why it made the list
Visitors prepared to tackle Lisbon's steep hills are richly rewarded with stunning city views, and this handsome, historic hilltop hotel offers some of the best panoramas in town. It's a two-star, so don't expect flashy design or high-end amenities, but the chance to sit at the hotel bar and sip a glass of wine as you drink in the views is priceless. The hotel's location in scenic-but-under-the-radar (for now) Graça is another point in its favor, as there are are countless affordable bars and restaurants nearby

This hotel in a stunning Art Deco building occupies a prime position on Restauradores Square, but still comes in at an affordable rate. The rooms aren't particularly ritzy or modern, but the building alone is an Instagram-worthy attraction, there's a pool on the roof, as well as a poolside bar serving inexpensive cocktails. At this price, it's hard to ask for more.
