Call the sheriff's department and get it on record that you are filing a complaint. Give them the details of your phone conversation with the superior.

Probably nothing will ever come of this but if something does, won't you be glad you covered your a$$?

jorr - I second the notion of calling the sheriff. This man sounds very unstable. See if you can get a photo of him and his car, although it might be considered confrontational if he notices you doing it. Just be careful.
