I think the man at the tourism office didn't do a great job, but he may have also tried to prevent you from venturing too far in the city in these troubled times ! Let's give him the "bénéfice du doute"/the benefit of the doubt..

Tourists coming to Rouen "should" buy a little book called "Rouen", written by H. Decaëns and P. Bérenger, published by "Editions Ouest-France" in French, English, German, etc. It only costs a little less than 5 euros, can be found at the "Office du Tourisme" as well at the FNAC, etc. I always have several of them and give one to the friends who visit my town or send it to them before their arrival. Thus, one can prepare one's day trip, etc. The photos are beautiful, the texts are very interesting, "bref", they are good value.
