Most car rental companies have "in-town" locations plus the usual airport locations. However, we have sometimes found that if you rent at an airport, you must drop off at the airport, especially for one-way rentals (it sounds like that is what you are doing) Also, see recent post on taking rental car over boarder between US and Canada - never done it, but some seem to think it is a problem.

That said, we have often rented a car one-way, always airport to airport. Sometimes they charge drop-off fees, sometimes not, depending on rentability of cars at either end of trip. Since we are a family group, driver usually drops off passengers at in-town hotel and then returns car to airport, taking public transportation back to hotel.
