Bar Americain is in that area. It's a Bobby Flay place. It's a bit pricey, but if you aren't drinking, it may work. You can check menupages.com to view menus and read user comments.

As far as dressing up, NYC is pretty much anything goes. Few restaurants are formal. Same goes for theater. People wear anything from jeans to suits.

I used to like Mangia e Bevi in Hell's Kitchen, especially on a Sunday night, but they have closed.

I don;t have nay problem with tourists who want to "see" Times Square for a sort period of time. If you've never seen it - I wouldn't call it enthralling, more dismaying - but understandably something to see - once. What I can't understand is wanting to spend more time than that there - I would think 30 minutes is plenty for anyone.
