That's strange. I have been through Phila. and Orlando also and have been asked if luggage was locked.

Since no one answered my question, I'll ask it again.

Are you allowed to attach those wide straps around luggage these days? We used those in the past to secure the luggage (although they were easily opened) and also to help identify it.

We have used the straps for years without problem. - For the same reasons as you. :-B

If your reason for putting locks on a suitcase is because your luggage has a tendency to open by itself, then it is time for a new suitcase. Ask Santa for one!! :)

Well, schmerl, I guess I just must have an honest face.

No, seriously, I flew Phila-Orlando last week, and no one asked. And my luggage was locked.

All checked baggage are X-rayed, but they need to open it only when they see something and need to handsearch it (or probably by random). If it's locked using a non-TSA lock, then they'll simply cut open the lock. You just hope that they won't damage the rest of your suitcase.

The agent who takes your checked luggage may or may not care to warn you or look at the locks to confirm. It's not his/her problem. It's yours.
