Each of the ones I mentioned have reservation desks!

Let's take Outrigger, just for example:
Waikoloa Fairway Villas
Waikoloa Colony
Kolea
No shops, no reception desk (office is in a separate place), no restaurants. Nearby, off site, perhaps, but NOT resorts.
I don't wish to waste time looking at every complex, but I've stayed in two of these and visited friends in a third, so I know what I'm writing about. (Ditto Mauna Lani)

I brought up these four resorts as examples:

Kona Village Resort - Free Parking

Aston Kona By the Sea Resort - Free Parking

Aston Shores at Waikoloa Resort - Free Parking

Four Seasons Resort Haulalai - Free Parking

All of them have reservation desks.

Not all units have to be managed by a big management company. Some live in their units year round & didn't sign an agreement. Some choose to "rent out" their own unit. Some individual owners choose a smaller management company like Captain Cook.

I mentioned Outrigger simply as as example as they manage several properties in Hawaii that are condos.

If a property calls itself a resort, it is a resort!

You seem to want to argue that if the individual units are owned by individuals, it cannot be a resort. You are wrong!

I'm afraid that in this case, you are mistaken. I did mention that a little research was in order on your part. Several of the places you mention are merely condo complexes ( of course parking is included, and a community pool and treadmills in an outbuilding do not make them "resorts") and their "desks" are in nearby offices, not on site (and local off-site restaurants are merely that). Indeed, you mentioned Kona Village Resort several times, and it has been closed for years!
As you said earlier, you are not familiar with the BI, and it shows. This meaningless debate helps no one in planning for a visit, and there is a childish insistence on your part to have a last word, so go for it.
Reading an outdated list and making assumptions repeatedly is bizarre, to say the least. But keep spinning, if it makes you happy.
