I know a GREAT restaurant for kabob in VA. It is in Springfield, pretty far from Hampton Roads area. If you are going to be going up I95 towards Washington, D.C. GO TO THIS PLACE.
Afgan Kebab, 4 solid stars on yelp.com. It is a nice, sit down and get waited on restaurant, and their Naan, kabobs (lamb, chicken beef, peshwari chaplee, shami, chopan, palau) are all excellent, as are their other entrees like aushak, qaubili palau, carrayee. Big menu. We LOVE this place. Family owned and operated, great service, great prices, excellent quality and portions. They also have a good interntaional supermarket located beside the restaurant. It is not far off of I95, so is easy to reach if you are driving through on way to or from D.C. LOL, Janet, we just finished our slice of tres leches cake for lunch. We were too full to eat it and just had them pack up a slice for today!

Lots of great kabob options in the DC area -- none of them particularly upscale in ambiance but all of them authentic and very tasty:
