Seats in premium economy have fixed armrests. Only economy has moveable armrests. I'm assuming you're on the 747 as you mentioned that you were originally assigned upstairs PE seats. For VS seat charts, go to this link and select your flight:

Since you can't occupy the exit row, you're left with either 76 or 77 downstairs. Upstairs is usually considered the quiet zone.

Fixed armrests are a boon if you are sitting next to an unrelated person. Of course they are unpleasant if you are sitting next to an empty seat or a friend or family member. Maybe Premium Economy flyers tend to be single passengers. Are the seats any wider than regular economy?

Yes the seats are slightly wider than economy, not sure what the exact dimensions are. They also have foot and leg rests.

I too found the comment about no under 12's in any business or first class strange. While I do not encounter one on every business class flight I would guess I do encounter them one fourth of the time. My experience tends to be that they behave as well as their parents.

If you take "nouveau riche" as a compliment, not a lot more needs to be said.

I don't really want to throw another variable into the equation, but it sounds like you've been assigned the last row. In some cases, the seats in this row do not recline, as they are installed right up against the bulkhead behind them. I have no idea if this is the case with Virgin Air.

Shellio... interesting point. Though I'm going to say in "premium economy" I'd think they ALL recline for the price we're paying. I confirmed that also with the agent on the phone. Seatguru doesn't mention anything about those seats not reclining, where it does on other seats in regular economy.

Though of course it's enough to make me want to call them back and re-confirm. Ugh. :)

Alas, if it only were so easy to use a little self-deprecating humor to get you to simply say no more....

Last time I flew business class, there was a baby (in a car seat) and a toddler in the seats behind us (parents were in the aise beside them). Best flight I've ever had. The kids hardly made a sound (much less than most of the pompous adults in business class), and there was too much leg room for them to kick my seat (which usually happens when I sit in front of kids in cattle class). I'm sure they were so quiet because they had the room to sleep.
