The jubilee is a Roman catholic thing mostly centered around the Vatican. Impact on tourism is probably more from all the closures in place to spiff things up - like the scaffolding around Bernini's famous pillars inside St Peter's basilica. I wouldn't let the jubilee change your mind about visiting Rome.
