We loved Naples and found a week not long enough - and still didn't make it to Pompei, Herculaneum or anywhere out of the city.
The hotel and restaurants we used wouldn't be grand enough for you (we prefer a longer holiday over a posher one and this was the first of 3 weeks away), but I highly recommend staying right on the edge of the centro storico for exploring and passagiato purposes. IMO the grand hotels on the via Partenope are a bit too removed from the action; and judging from most of the comments I've seen, are largely used by people who are afraid to go out at night.
I expect you'd get taxis, but we also liked being able to walk to most things since the buses were almost always unpleasantly full.
