Who might be the best agency to rent a car from at Dublin airport. Would pick up and drop off at airport location;
renting for a week most likely.

All the major car rental companies are represented at Dublin airport as well as Dan Dooley. All except DD are bookable via Autoeurope and other brokers such as rentalcars.com, I had a Europcar rental car last time I was there. Shop around and book the best one for your requirements.
