I see by this morning's news that Pres Bush has expressed doubts about this scheme, and in fact only found out about it in the newspapers.

Yes. Bush is saying he didn't know what his administration was planning, and maybe it would be better to have some simple form of identification, like fingerprinting. This guy is a comedian!
