Go to http://www.tourism-montreal.org/ and call the 800 number for the visitor's office. The people there are knowledgable, friendly, and helpful. Ask for the number of the Quebec City office.

This organization looks like it might be able to help you with information:
http://www.kitweb.com/kw/keroul/

"Kéroul is an official partner of Tourisme Québec in the field of accessibility;
Kéroul's services come, notably, in the form of a number of reference tools: (1) the Quebec accessible guide, an invaluable directory of some 1,800 accessible or adapted tourist
establishments in Quebec; (2) the quarterly review Le Baladeur with its travel stories and
information on accessibility; (3) reference documents; and (4) a staff always ready with advice and
guidance for our clientele."

I'm sure I've seen handicap parking in Montreal but you may need to inquire about a special permit/tag for your car. Not all jurisdictions honor the special tags assigned by other cities/states/province/countries
