International chains like the Hyatt, Starwood, and InterContinental are only in bigger cities like Belgrade and Novi Sad. In smaller towns and villages it's tough to find anything beyond the state-owned, mid-range hotels and B&Bs. But some tourism agencies arrange home stays and accommodations can be quite nice. There's no real central authority on pricing, so costs can vary, though they do follow the general trend of high and low seasons.
